[vtkusers] Dashboard build changes

Due to changes in the way Mesa is built since 7.8.2 Mesa's OSMesa and
software GL libraries cannot be linked in the same application.

My dashboard builds were failing because of this change.

So instead of submitting a single MesaDevel build all of my machines are
now submitting three separate builds :

MesaDevel_Xlib using mesa's software GL only

MesaDevel_OSMesa using mesa's OSMesa only

MesaDevel_MGL using mesa's software GL and mangled OSMesa
