[vtkusers] what is configuration of ARRAKIS.­kitware/Win32-cygwin dashboard entry?

I had found that link, but wasn't sure how to interpret it.  For  
example, I didn't know whether the cache file is initially empty or not.

P.S.  Any chance you can add a configuration with tcl and shared libs
