Arrakis-cygwin does not have tcl wrapping turned on, and it is built
with the default static lib setting.

If you click on the "note" icon for the dashboard entry, it takes you
to the dashboard script that drives the build/test/submission of the
dashboard. (This usually includes the initial cache for the
dashboard.)

The one you're asking about takes you here:
http://www.vtk.org/Testing/Sites/ARRAKIS.kitware/Win32-cygwin/20061030-0300-Nightly/Notes.html

If you look at the results of the SystemInformation test for a machine
where it has run and passed, you should be able to find the complete
CMakeCache.txt for the build in there. Along with some other
"important" files.
