[vtkusers] 3D Surfaces, Selection and Feedback and Surface Modification

I am new to VTK. I have a few questions on VTK's capabilities
regarding 3D surface rendering. 
 
1. Can it render 3D surfaces and do the following:
     - Selection
    - Feedback
   - Modification of surfaces
 
2. Can it manage surfaces and curves:
     - Can I add curves to surfaces
    - Can I split surfaces and move them 
   - Color partial surfaces
 
3. Do I need to use nurbs functions of glu version 1.3, or
  are there any other classes available that can run on Windows XP?
 
I shall appreciate your replies.
