[vtkusers] What causes a Win32OpenGL window to open?

I have an application for which the main window uses a vtkPanel to render vtk objects.  I'm trying to open a second window to render stuff.  That window also uses a vtkPanel, but as soon as I try to render something a third window appears (it's created by vtk), I can't do anything with it (it doesn't respond to mouse or anything).

My question is: what causes that window to appear?  The windows task manager lists it as Win32OpenGL.

FWIW, I'm using vtk 4.2, the app is being written in java.
