[vtkusers] bugs with Cmake 1.6 windows

I was just checking my cmake so I installed 1.4 instead and got it to 
configure 
vtk eventhough it has set CMAKE_MAKE_PROGRAM to not found.

also, none of the cmake versions 1.6 or 1.4 let me to specify 

visual studio 7

so when I finally configured vtk with 1.4 and opened the project in
visual studio .net it complains that the .dsp files are old and need to be 
converted!
