vtkVectorTopology

We have moved vtkVectorTopology from graphics to contrib. It is
removed from graphics's Makefile.in and not placed in contrib's
Makefile.in. The class was not being tested and was not working.

We'll keep the source code available in contrib in case someone is
using it or wants to get it working. Eventually, we need to find a
spot for code that is obsolete.
