[Insight-users] Dart support for cvs 1.11 (?)

We recently discovered that cvs has changed the format of dates presented by
"cvs log". I am not sure what version of cvs the change first occurred in.
It could be cvs 1.11 or 1.12.
 
Dart servers and Dart clients that talk to "new" cvs servers will need to be
updated (via cvs). Note, that even if a client machine is using an older
version of cvs, if that client is talking to a newer cvs server, that client
will be impacted by the change in the date format and hence the client's
version of Dart will need to be updated.
 
People using the CTest client are not affected by the change in the date
format.
