NIH proposal to enhance public access to research manuscripts

The National Institutes of Health has invited comments on a proposal
that would require NIH-funded researchers to provide the agency with
electronic copies of all final version manuscripts resulting from their
research, for online posting in a federal digital archive that will be
open to the public. According to the proposal, researchers whose work is
supported in whole or in part by NIH funds would be required to make the
final manuscripts available upon acceptance for publication. Six months
after a research study's publication -- or sooner if the publisher
agreed -- the NIH would post the information on PubMed Central, its
digital repository for biomedical research. 

The NIH encourages comments on this proposal, and will consider comments
received within 60 days of the September 3 publication of the proposal
notice -- i.e., by November 3.
