Your cvs command looks good. I just tried and it worked fine with Wincvs 
1.3.
You can try to run the cvs command under DOS prompt:
cvs -d :pserver:anoncvs at www.itk.org:/cvsroot/Insight co Insight

I don't see any issue in doing this.
