[Insight-developers] Reading Analyze Files?

I verified that simply turning on reading Analyze files with the NIFTI
ImageIO works. To the extent that it got rid of a bunch of Exceptions and
failed tests for BRAINS3.  Pushed perhaps the smallest Gerrit topic ever
to fix this.
