How about we do this on the wiki instead? It's a bit easier to fill out and
we don't have to pass it around.

I'll take a first crack at creating such a table. Note that I have been
working on the VTK ARB wiki pages anyway. You can go to
http://www.vtk.org/Wiki/VTK and under "Development Process" you will see
links to the ARB pages and such. Notice I have started scoping out places to
create an agenda and take notes too.
