[Dart] dart and clean build

We just need to make sure we test all four combinations given the
machines we are testing.

In place build - cleaned
In place build - not cleaned
Out of place build - cleaned
Out of place build - not cleaned

Having said that, I agree that Dart should not be the one doing the
clean.
