[vtkusers] vtkVolumeController initial state

We will be transitioning the users and developers mailing lists to a
combined discourse area over the next couple of months. It will have a
dedicated web area and some finer control on subscriptions and delivery
mechanisms. That should help everyone to focus on the specific topics that
they have interest in.
