[vtkusers] Build VTK 8.2.0 in Windows with VS 2017 (15.9)

I think that either your visual studio is configured incorrectly or you
picked the wrong generator from cmake. Either one could explain why cmake
cannot find that compiler helper application when it tried to set up vtk.
