[vtkusers] vtkChartXY: custom label text for axes

Yes. At least for VTK 8.1, see for example 
/VTK_ROOT//Charts/Core/Testing/Cxx/TestStackedPlot.cxx; the code calls 
SetCustomTickPositions() to set month labels along the X axis.
