[vtkusers] Add tooltipl to a vtkChartXY

Updates: I'm finally able to show a tooltip when I left click on my
vtkChartXY.
My problem now is that I would like that the tooltip changes its values
when I drag the point with the mouse.
How can I intercept that event?
