[vtkusers] Idea: move from mailing lists to Discourse

I see the move to a forum as inevitable, so I'm not going to fight it.

Already there are a lot of forum-like posts on the mailing list, that is,
posts that aren't formatted the way that email should be formatted.  At
least on a forum, such posts won't look out of place.

And a forum can have a section dedicated to etiquette.  When people post
badly, we can just point them to that section.
