[vtkusers] vcpkg

I have always built VTK with Qt support, and ITK with VTK-glue. Perhaps we
could make those libraries dependencies: ITK depends on VTK, and VTK
depends on Qt?

Róbert, do you intend to make a PR for your additions to vcpkg?
