[vtkusers] question about vtk 7.1.0

I don't know about the data array layouts, but as far as docs for 7.0 I
think this is expected to be a permanent-ish link:
http://www.vtk.org/doc/release/7.0/html/

For what it's worth, we tend to update the VTK version that we use about
once a year or so.
