[vtkusers] vtkShaderProgram error :extension 'GL_EXT_gpu_Shader4' not supported VTK 7.0.0

There is a topic on this in gitlab for the hd 3000. It can be modified trivially to test on the 2000.  I'm away from work but feel free to give it a shot
