We do want to promote more things from ParaView( especially things in
ParaViewCore/VTKExtensions) from ParaView into VTK and make ParaView
thinner. In some cases filters depend on pieces elsewhere in ParaView which
makes moving them non-trivial, but for vtkPlotEdges and vtkSurfaceVectors I
don't see any obvious dependency problems that might make that hard. Feel
free to submit a patch to gerrit that puts them into VTK and we'll take a
look for vtk 6.1/ and PV 4.1.
