[vtkusers] Building vtkLocal with vtk6-rc1 missing vtkMakeInstantiator

The revised external module example (vtkLocal) is in the master and release
branch now and will be in rc3.

Note: wrapping external modules into tcl and java is a bit broken still and
requires enough work to fix that we will likely let it slip slip into 6.1.
