[vtkusers] cannot found vtkFilteringPython.lib

I got the CMake error

CMake Error: The following variables are used in this project, but
they are set to NOTFOUND.

Please set them or make sure they are set and tested correctly in the
CMake files:

SIP_INCLUDE_DIR

Where should I create this  directory ?
I created the structure
C:\VTK\SRC  (vtk source)
C:VTK\BIN     (used to build vtk)
