[vtkusers] copy cells ( polyData) from one mesh to an other

I would say, that idea (its scratch) could be realisable in VTK if you will
have clear algorithm regardless VTK.

Picking (cells, points) and updating the second mesh could be possible in
VTK at run-time with some work;
The rest will depend purely on your design: your decimation algorithm, your
region definition, mapping between detailed and less detailed mesh.
