No, ToolCursor is a package that I have on github, its a library for
handling interaction in VTK.  It's very rough around the edges and has
no documentation, but it's what I use for interaction in all of my VTK
applications.  I.e. I never use the VTK Widgets or ImageViewers in any
of my own apps.
