[vtkusers] I can't download VTK

I just checked, and it appears that there is an issue with the server.
I have informed the sysadmins, hopefully this will be resolved soon. I
think it is a 404 but you see a listing of Kitware's open source
projects for public.kitware.com, I will see if it is possible to make
the 404 more obvious in future too.
