[vtkusers] documentation update

I just updated a perl script which is used to generate the header files that
doxygen reads in order to build the documentation.  The problem was that it
wasn't respecting the blocks of class methods if there was an #ifdef /
#endif block and bad things were happing (look at the
vtkMultiProcessController).  If anyone sees anything funky with the doxygen
generated documentation, please let me know.
