[vtkusers] vtkSortDataArray is in two VTK Kits, Is this intentional?

I recently found that vtkSortDataArray.h/.cxx is in Graphics and Common.

Is this intentional and/or necessary?

 

It is not causing any problems for me, but it seems a bit strange.
