[vtkusers] New Java features

We are pleased to announce a few new features for Java wrapping in VTK.
These are available in VTK's source repository now and will be included in
the VTK 5.8 release. These changes include better and more stable threading
support, as well as a new utility class for loading libraries. Mathieu
Malaterre has also included new support for UTF-8 encoding in file name. For
