[vtkusers] python exceptions patch needed for vtk 5.6

If it isn't merged, then it's probably because none of the users
pushed to get it merged.

There is a good chance that this will be merged if you do the following:
1) try out the patch yourself and make sure that it works
2) email a working patch to the list or add it to the bugtracker
