[vtkusers] BUG: wrapJava fails after git Commit:affe1dc38d91435110c5676d26b49c26d5031ace

Dear all (esp. David Gobbi),

It seems that short and long arrays are not wrapped to Java sufficiently
to let the commit from above compile with java wrapping. The error comes
to place when compiling vtkShortArray.cxx and vtkLongArray.cxx.

I would propose the attached patch to correct this; at least on my local
machine it does the job.
