The issue here is that you are missing VTKData which causes the python
conversion input list to be empty. I know this because I reproduced it and
Utkarsh helped me dig into the tcl2py conversion. (There was a bug in our
script that didn't handle an empty list properly.)

We fixed the script. If you update
"VTK/Utilities/vtkTclTest2Py/vtkConvertTclTestToPy.cmake" you should be good
to go...
