[vtkusers] tcl test errors with vtk 5.0.2 / VS8 Express build

I am building vtk stable release 5.0.2 as provided off the
download page with: MS Visual Studio 8 express (free version),
Microsoft Platform SDK for Windows Server 2003 R2, Tcl 8.4
(ActiveState ActiveTcl 8.4.13.0.261555), CMake 2.4, on Windows 2000.
Running ctest on this static release build, tcl tests are all failing with
Error in stratup script
attempt to provide package vtk 5.1 failed: no version of package vtk provided
("package if needed" script)
invoked from within
"package.orig require vtk"
("eval" body line 1)

etc. etc.

Any ideas what is going on or how to correct this?
