[vtkusers] vtkSurfaceReconstructionFilter desired behavior?

Hi,

I'm testing the behavior of vtkSurfaceReconstructionFilter, and it seems that it's producing some weird unwanted surface instead of one that goes through each vertices. 

The source is attached.
