[vtkusers] shared and dynamics libraries

I did not install them any where since the libs would have the same  
name. If you could change the name of the libs to something else for  
each type of build then that might work.

Actually, I went back and checked on my build and I built STATIC  
libraries, which probably explains why I can leave them in their  
respective build folders and still link against them.
