[vtkusers] change annotatePick.tcl into annotatePick.cxx , but....

Hi all pretty vtkusers :
    I need the usage of AddObserver urgently ,who can tell me where to 
find  it ,I want to change annotatePick.tcl  into  annotatePick.cxx  ,
I only know  VC++.thanks! I use window xp platform.
