[vtkusers] Libs and Incs directory of VTK

I guess I solved the problem:

I entered     make install     in the vtk directory.
After that lib files were copied to /usr/local/lib/vtk and inc files were 
copied to /usr/local/include/vtk.
So these are the directories I was looking for.

I must put these in a installation script for a tool I want to install.
