[vtkusers] VTK with Mingw/GCC and Dev-Cpp IDE

Last time I try it (september 2003) there was some issues on configuration and detection of libraries... and some issues on configuring VTK project.

I'm happy to see it working now ... I'll try it as soon as I can to build VTK.
