I never needed the braces on WinXP but you definitely need FORWARD
slashes, not back slashes as is common to Windows....john

Did you include braces when setted the TCLLIBPATH
variable?
e.g.:
TCLLIBPATH= {c:/vtk421/lib/vtk/tcl}
