As i said, the SIP web site would be the place to
start from.

There's a mailling list there and you can also
download PyQT which is an already implemented (with
sources) wrapper around QT. 
QT is a C++ GUI toolkit and the source\binaries are
available at :
www.trolltech.com

I don't think there is a book so the mailling list
would be the way to go. 
There's very few documentation on SIP but since it's
rather easy to use,...
