[vtkusers] Contributing vtkQuadricDecimation Improvements

Hello,
	I have done some substantial improvements to the vtkQuadircDecimation
class and would like to contribute them. The improvements that I have
made include significant performance improvements, adding boundary
constrains and adding in the option to include attributes in the error
metric(ie normals and texure coordinates). Also numerous error and
degenerate cases can be handled better. With regards to backward
compatibility, no public methods were removed, and the default behavior
is as before, however the way the error is computed has changed so the
results will not be identical. I am just now performing some final
touches and comments to the class. I am unsure where to proceed with
contributing this class.
