[vtkusers] vtkPolyData::IsEdge

Hi users,
I noticed that method
int vtkPolyData::IsEdge(int p1, int p2)
returns 1 whenever two points are in the same cell, but this is not what its 
name suggests (it is only true for simplices). I think it should be either 
fixed or renamed.
