[vtkusers] Importing VTK build settings.

Hi.

Looking at CMakeImportBuildSettings.cmake, I noticed that
CMAKE_CXX_FLAGS and CMAKE_C_FLAGS are not imported.  Only the _DEBUG,
_RELEASE, etc.  versions are.  Is this normal?  Is the use of
CMAKE_CXX_FLAGS depreciated, and meant to be replaced by the other
versions just mentionned?
