[vtkusers] Can i compile vtk4.0 with mingw on windows?

You can build vtk on cygwin which uses the mingw that is integrated into cygwin's gcc.  You can get CMake from the cygwin setup program.   You run ccmake and it creates makefiles that gcc uses, the -mingw flag is automatically added.
