[vtkusers] Java and vtk

The vtk.jar seems to contain both the .java and .class files.  Are both file
types included in case one wishes to rebuild the .class files ?  If so,  I
don't understand why the class files would need to be rebuilt.  Also, should
all of the class files be placed in one package or are multiple class files
a preferred method.  If so can anyone shed light on which files should be
included in which packages?
