[vtkusers] Changing the title of win32 windows

Hi Scott

It works after calling Initialize() - which is a bit of a problem for cross-platform scripts. If you're scripting you can check what platform you're on (eg. tcl_platform(platform)) and explicitly create a win32 render-window if you're on windows. Hope this helps.

  SetWindowName is apparently ignored.  I saw one bandaid
