[vtkusers] Change to vtkImageViewer

Yes, that is a big benefit. Actually I have created vtkImageViewer2
and vtkInteractorStyleImage which do this in vtk 4.0. They are used by
the Imaging/Testing/Tcl/Spectrum.tcl test right now. Instead of right
mouse rotating it performs window level. In the future I imagine the
interactor style will support "move to the next slice" etc.
