[vtkusers] No SetValue for Tcl version of vtkUnsignedCharArray

After a bit of fiddling I've realised that vtkUnsignedCharArrayTcl.cxx
actually does not implement SetValue, even though vtkUnsignedCharArray.h
does so.  Why is this and what should I do in my Tcl program?
