[vtkusers] DLLs for VTK and Python 2.1

You dont need to do much to get wxPython and vtk working together.
There is already a vtk widget (wxPython/lib/vtk.py) that works (but it
has lots of bugs) and a new and improved version is being worked on
currently.  As soon as I know that the new version works okay on
Windows I will submit it to Robin for inclusion with wxPython.
